Job Summary:

Purpose of the Post:

Emerging and re-emerging epidemic diseases pose an ongoing threat to global health security, and the list of infectious hazards is growing. The Infectious Hazard Preparedness (IHP) department of WHO provides technical support to countries to prevent and control epidemics. Strengthening laboratory services are among the supports being provided by WHO.

Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, top event, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):

Under the overall guidance of the WHE Team Lead and technical supervision of the Epidemiologist, the incumbent will focus on the influenza, supporting NIC, CCHF, Dengue, Cholera but will also support other areas under IHP. He is expected to work closely with the MoPH and NDSR team.

Duties & Responsibilities:

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

The incumbent will perform the following duties:

·  Work closely with Public Health Laboratories, COVID-19 Laboratories and NIC in developing procedures and protocols for testing diseases under national surveillance and high threat pathogens including Influenza, COVDI-19, RSV, CCHF, Dengue, Cholera etc.

·  Monitoring and utilization of the Public Health Laboratories, COVID-19 Laboratories and Regional reference laboratories.

·  Conduct assessment to evaluate onsite capacity and human resources using the WHO tool for laboratories.

·  Build the capacities of the existing staff and newly assigned staff on RT-PCR, ELISA, Next generation sequencing (NGS) and other lab methods.

·  Coordination and strengthen networking with Public Health Laboratories, Regional References Laboratories, COVID-19 RT-PCR laboratories and explore if they can be used for surveillance purposes.

·  Coordinate with the laboratories team for developing effective system for the reporting of the results to the stakeholders

·  Develop individual workplan for labs meeting minimum requirement to enhance their capacity.

·  Prepare and update SOPs, Biosafety manuals, waste management manuals and reporting forms when required.

·  Calibrate/install the ABI7500 RT-PCR machine after every six months or when required and supporting the team in trouble shooting issues.

·  Provide technical support to the WHO procurement team for specifications and other needs for the procurements of lab supplies.

·  Support to the logistic and supplies unit in distribution plan of the items to the sites.

·  Ensure through visual inspection that the junior staffs carry out their activities and perform tests as per laboratory quality policy.

·  Assists in introducing new laboratory tests or procedures and update the laboratory manual as and when required.

·  Assist the team for processing the EQAP Panel and other quality control tests and ensure the on-time submission of the results to the relevant departments or sites.

·  Ensure timely implementation of the plan and submitting lab related procurement requests.

·  Ensures all reagents and supplies are available in sufficient amount when needed and provide timely request based on consumption to WHO.

·  Support in the preparation of annual PIP procurements plan and others with the team.

·  Ensure that FluNet, EMFLU and other relevant online databases are being updated timely and consistently.

·  Ensure that virus isolates, PCR positive influenza samples and other samples are being shared with WHO CC and WHO reference laboratories on timely and consistent bases.

·  Perform any other related duty to enhance the quality of laboratory services assigned by the organization

The Lab Virologist liaises with various partners, ranging from provincial and district health teams, and is expected to work closely with the MoPH and NDSR team. Educations:

Essential:

First level university degree is in First level university degree is in Medicine and/or degree or studies Microbiology or life of sciences.

Desirable:

Training in public health laboratory quality control and management and biosafety.

Experience:

Essential:

At least 2 years of experience required in combined at national and international levels in Laboratory practice, or/and in any of the following areas: virology, microbiology or hygiene.

Experience of working on molecular detection and identification of enteroviruses.

Desirable:

Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset

Languages: Very good knowledge of English and local language. French is an asset.

 

IT Skills:

– Very Good knowledge of Microsoft applications.

– Knowledge of ERP/Oracle applications is an asset.
