The United Nations Human Settlements Programme (UN-Habitat) is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at Kabul duty station.

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several other bilateral donors and multilateral donors. During this period, its programme has expanded to include a wide range of human settlements initiatives, from humanitarian emergency support to small-scale neighborhood level improvement schemes to municipal scale governance reforms.

Operations Division:

Operations Section, UN-Habitat Afghanistan Programme is responsible for providing professional, timely, accurate, effective, and efficient support to the country office programme by ensuring that financial resources are unitized in the best interest of the organization and in line with UN rules and regulations. The Operations Section comprise of Finance Management, Human Resource Management, ICT, and security.




Job Summary:

Under the direct supervision of Administrative Officer, Security Assistant will undertake the following responsibilities:

Under the direct supervision of Administrative Officer, Security Assistant will undertake the following responsibilities:

Responsibilities:

•   Security assessments and Risk Analysis in all regions around the country with an emphasis on his duty station Kabul.

•   Assist with the Training/briefing of staff in the following principal parts:

•   Recruited national and international staff for identification of explosive devices, equipment required for security measures, evacuation, movement, culture sensitivity awareness and convoy procedures.

•   Security and safety for all drivers and watchpersons.

•   Train and present all staff with Mandatory Security CD-ROM courses for safe driving: kidnapping: radio communications, etc.…Follow-up training as required.

•   Train & re-train staff in the use and procedures of VHF, HF and Satellite Communications equipment.

•   Instruct & re-instruct staff in Fire Fighting Procedures and Drills.

•   Assist in the supervision and monitoring of the armed guards.

•   Process and maintain record of UNDSS Guards attendances timesheets, salary payments, and work assignments.

•   Facilitate the processing of documentation for project Missions into and out of Kabul.

•   Translate security awareness text between English and Pashto and Dari to facilitate training and use by national and international staff as required.

•   Participating in Security Management Team (SMT) and other security meeting and required.

•   Participate in regular & frequent self-upgrading courses to maintain a strong capacity to instruct and implement the MOSS system.

•   Establish internal communication systems so that UN-Habitat communications are integrated into the appropriate UN Security Emergency Communications System

•   Serving as a focal point for all radio system of all other UN Agenceis

•   Maintaining records of all in-coming and out-going messages and ensuring prompt delivery of incoming messages

•   Coordinate with UNDSS 24-hour response to all security related incidents involving UN-Habitat staff and eligible dependents.

•   In coordination with UNDSS, and on behalf of the CPM, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders.

•   Maintaining close contact with UN Radio Room, particularly for road mission and in the case of security incidents

•   Training staff in the use of VHF+HF radios

•   Maintain communication equipments

•   Perform any other security related duties as required.

Qualifications and experience

a)      The success candidate should have bachelor’s degree, (Business Studies) with 4 years or working experience or High school diploma with 7 years of working experiences in the field of security with an NGO or private business or with the police / fire department, Mine Clearance organization, armed forces, or private security company.

b)      Able to operate effectively under pressure, rapidly perform situations assessments and respond quickly and affectedly as required.

c)      Participated in one or more of the following advanced courses: First Aid: Mine Awareness: Defensive Driving: Self Defense: Fire Fighting: Hostage Survival and or Anti-hijacking measures.

d)      Well organized, able to work independently and for long (sometimes unscheduled) hours.

e)      Good awareness and understanding of Afghanistan’s socio-political environment.

f)       Appropriate knowledge of using and programming of codon and radio system

g)      Language:

English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required.
