Job Summary:

Purpose of the Position

To provide technical assistance to WHO Country Office in Afghanistan in developing and implementing a risk communication and community engagement (RCCE) strategy, action plan and activities in response to all outbreaks and health emergencies, liaise with MOPH on RCCE technical support and coordinate the RCCE sub-working group.

WHO Afghanistan is committed to fully leverage the power of risk communication and community engagement as a tool for promoting health and informing the public about life-saving measures to protect themselves and their communities from health threats. It is also imperative for WHO to proactively communicate about public health issues, and work with partners and counterparts to ensure more people are reached with credible, reliable, timely and actionable public health advice.

With this in view, WHO Afghanistan is recruiting a National Risk Communication and Community Engagement (RCCE) Officer.

*Organizational context

The incumbent will work under the direct supervision of the Head of the Communications of WHO Afghanistan. S/he will work closely with the WHE team and other relevant technical units at WHO and counterparts at the Ministry of Public Health and other local partner organizations, as well as WHO HQ and regional offices.

*Summary of Assigned Duties

The incumbent will perform the following duties:

• Serve as focal point for risk communication and community engagement in the Incident Management Team for all outbreaks and emergencies managed by WHO.

• Develop/update and implement the RCCE strategy and workplan for WHO, and implement activities based on the workplan.

• Coordinate with and provide technical support to the Ministry of Public Health on RCCE activities.

• Implement RCCE activities in the field and prepare donor reports on RCCE activities.

• Represent WHO, with guidance from the Head of Communications, in the inter-agency Working Group on RCCE.

• Liaise with WHO field offices and partner organizations in joint messaging and activities on RCCE.

• Write stories of impact on the RCCE, in cooperation with the field offices.

• Contribute to the development of communication products of the WHO, including public health messages and its local translations, situation reports, media engagement activities to profile WHO’s work in the field.

• Provide general administrative support, such as scheduling, taking notes, and project tracking.

Qualifications required:• Essential: University degree in communications, journalism, social sciences, public relations, public health or related field from a recognized university.• Desirable: Advanced training demonstrated in journalism, social sciences, mass communication, communications, public relations, media communication public health or related fields.

Experience required:

• Essential: Minimum of three (3) years of experience in communications, community engagement or public health related field

• Desirable: Experience in WHO or UN agencies, or organizations and NGOs, preferably on health-related issues. Work experience or knowledge of policy development with the government an asset.

Skills and knowledge:

• Ability to write a strategy, workplan and donor reports on RCCE and implement activities;

• Ability to work with MOPH, partners and communities in Afghanistan on RCCE;

• Ability to communicate effectively to facilitate positive changes and strategic partnerships with government officials, UN agencies, development partners, private sectors, nongovernmental organizations;

• Write compelling stories on public health issues, and highlight health needs in a strategic manner;

• Knowledge on various community engagement mechanisms in Afghanistan context;

• Ability to establish harmonious working relationships as part of a team and with other teams within the Organization; and

• Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
