افغان تیلی کام در 13 ستامبر سال 2005 میلادی به حیث یک شرکت مکمل مخابراتی عرض وجود نمود. شرکت افغان تیلی کام در بدو تأسیس به یگانه شرکت که خدمات موبائیل GSM/3G سلام ، خدمات فایبرنوری ، خدمات تلیفون های دیجیتال لیندار، خدمات انترنیت DSL ، خدمات انترنت وایکمس ، خدمات انترنت Dial Up و خدمات VCN را در سطح کشور تهیه میدارد مبدل ګردیده است. علاوه برین، افغان تیلی کام یگانه شرکت مخابراتی است که شبکه مخابراتی تمامی دوایر دولتی بشمول تمام وزارت خانه ها و سایر دفاتر دولتی را تهیه میدارد که شامل خدمات مخابرۀ صوتی، انترنت و سهولت ویدو کانفرانس برای این دوایر میباشد و فعالیت مخابراتی شرکت افغان تیلی کام نیز از جانب وزارت مخابرات دولت جمهوری اسلامی افغانستان تصویب گردیده است. افغان تیلی کام 155 شهر های کوچک و بزرگ و 34 ولایت کشور را تحت پوشش قرار داده و به زودی تمامی 355 ولسوالی های کشور را نیز تحت پوشش قرارخواهد داد.
Job Summary:
This role will be accountable for analysis of network performance (2G/3G/4G/LTE) through various KPIs, drive test results, customer feedback and initiate necessary optimization of network to achieve the best network quality and rank first in the benchmarking. This position is also responsible for capacity planning, re-engineering of radio database parameters to ensure optimal network quality.
This role is responsible for managing end2end planning, design, optimization, for RAN networks to ensure optimum quality and network performance ensuring customers have full use of products & services 24/7.
Duties & Responsibilities:
· Network performance analysis through OSS/drive test data and optimization to improve network quality (2G/3G/4G/LTE) & customer experience
· Provide support to circle zonal team in all aspects of RAN network.
· Network heath check to ensure consistent performance – drive SA alarms/parameter audit.
· Timely auditing & reengineering of radio database parameters , SCFT audit & Performance monitoring of new roll out sites
· Ensure utilization monitoring and timely optimization/deployment of radio network capacity, license capacity, 4G spectrum and Transmission BW upgrade etc.
· Analysis of customer complaints and solving them effectively
· Directs and facilitates the development of an overall strategy for RAN Networks department and leads its effective implementation
· Ensure timely monitoring and management of KPIs in order to meet defined targets, and manage timely reporting of KPIs to the P&E Director and the ‘Performance Management’ department
· Formulate annual operational plans and budgets for own area and ensure its effective execution through the identification of clear priorities and the allocation of appropriate resources
· Ensure short-term (12 months) RAN networks capacity forecasting
· Assist the PMO, wherever required, in prioritizing and in technical feasibility of projects / products
· Support Technology Strategy team in definition and regular update of end-to-end Network architecture
· Ensures the analysis of current processes and propose enhancements for further improvement
· Leads, manages and drives own team ensuring they are performing to the highest standards at all times to deliver business results.
· Full authority over all work carried out within the department
· Input into major (technology wide) decisions on a day-to-day basis
· Resource allocation decisions within the department
· Operational decisions to improve methods and procedures
· Technical authority to accept core network changes
· Technical authority to approve planned network outage time
· Management of department activities within allocated budget (capex & opex)
· Achieve the Coverage & Quality KPI as per target.
· Work on spectrum related issues with legal and regulator
· Achieve regulator coverage and raise deviations to management.
· Achievement of network capacity and coverage as per Technology department business plan
· Network availability / congestion/ utilization
· Achievement & Timely Reporting of KPIs
Job Requirement:
Education:
Bachelor or Master Degree in Telecom Engineering, Computer Science, Electronic or other related fields is required.
Experience:
4 years’ experience for Bachelor’s degree, 2 years for Master degree of relevant experiences, at least 3 of which should be in a managerial position in a similar size technology based organization
Skills Required:
· Significant and demonstrable experience in transport networks and their associated technologies and operations
· Significant and proven expertise in Operation & Maintenance of Core Networks
· Proven experience in Planning & Roll out of RAN Networks
· Proven expertise in translating business requirements into operating technologies
· In-depth technical knowledge in radio network parameters & optimization (2G/3G/LTE)
· Hands on experience to use optimization tools
· Very good analytical skills to trouble shoot network quality KPI degradation/ customer complaints
· Very good cross functional co-ordination and driving skills
· Customer centric, Innovative, Ambitious and competitive & task oriented
