About the job
The Europe and Central Asia region (ECA) has been going through several crises and a far-reaching reordering of geopolitical space that is reshaping the conflict prevention and peacebuilding landscape. The war in Ukraine, in addition to its devastating impact for the country, is also exacerbating pre-existing conflicts and crises, particularly in Eastern Europe and the South Caucasus. Disputed territories and so-called “frozen conflicts” are endemic issues that have led to sporadic violence in the past decade and carry a real risk of flaring up. Central Asia has been experiencing bursts of violence and social unrest and, in the Western Balkans, the situation remains highly volatile and greatly impacted by divisive narratives.
While the various sub-regions have shown several factors of resilience, including a strong willingness amongst youth to engage in the civic space, increasing participation of women in the political sphere and growing digitalization, the tide of conflict and instability risks eroding this resilience. This risk is highlighted with virtually all countries and territories experiencing an erosion of social cohesion, declined trust in institutions and rising tensions—including across borders–that have, and could further lead to civil unrest and political instability.
Given the increased need to support country interventions related to conflict prevention and peacebuilding (CPPB) in the Europe and Central Asia region, UNDP is hiring a Programme Specialist based in the Istanbul Regional Hub, Regional Bureau for Europe and the Commonwealth of Independent States (RBEC), in order to boost CPPB capacity with a particular focus on anticipation, prevention and foresight.
Responsibilities
- Under the supervision of the Regional Conflict Prevention and Peacebuilding Specialist and working closely with the Governance and Peacebuilding Team, and other thematic clusters at the UNDP Istanbul Regional Hub (IRH), the Programme Specialist is expected to deliver on the following areas
Minimum qualifications:
- Advanced university degree (Master’s Degree or equivalent) in political science, sociology, international relations, law, public administration, or other related social sciences.
- A first-level university degree (Bachelor’s degree) with additional two years of experience will be given due consideration in lieu of Master´s degree.
- A minimum 5 years (with Master´s degree) or 7 years (with Bachelor´s degree) of relevant professional experience including demonstrated experience in conflict prevention and peacebuilding initiatives and programming.
- Progressively responsible experience in conflict analysis, policy, programme and/or strategy development in the thematic areas of conflict prevention and peacebuilding in a governmental, multilateral or civil society organization is an asset.
- Programmatic/policy and/or research experience in complex and/or crisis settings is an asset.
- Demonstrated professional work experience and/or expertise on the Europe and Central Asia region is an asset.
- Experience in conflict analysis, foresight, scenario building and/or risk monitoring is an advantage.
- Experience at local and community-level on conflict prevention, community-based early warning system, peacebuilding, confidence building, and related initiatives is an advantage.
- Work experience with the UN/UNDP is an advantage.
Languages:
- Fluency in English with excellent writing skills.
- Knowledge of additional UN language(s), especially Russian, is an advantage.
