Job Summary:

The PSS will interact with and technically engage the private and public sector stakeholders to facilitate programs and tasks planning, coordination and execution and improve results and deliverables from the public sector as related with economic recovery and private sector performance. After August 15, many institutions have been affected by loss of technical expertise and overall institutional capacity which has adversely impacted institutional performance and delivery of essential services. This situation is not conducive to economic recovery. The PSS will try to assist select beneficiaries and entities both from public and private sectors in addressing this challenge.




Duties & Responsibilities:

The main duties will include, but not be limited to:

• In collaboration with internal and external stakeholders, prepare a six-month action plan with clear deliverables, activities, timelines and results

• Assist UNDP with its engagement and coordination activities with public and private sector entities within the purview of the limited unofficial engagement with public sector

• Engage closely with the relevant counterparts and stakeholders to assess technical and departmental capacity gaps and technical assistance needs at the entities and agencies that are directly involved with economic planning and management of the country

• Assist UNDP and stakeholders with process mapping of functions, coordination lines and mechanisms in the public sector

• Prepare training materials and capacity building packages that the involved public institutions can benefit from

• Assist UNDP in developing a clear public sector engagement plan with specific timelines, deliverables, activities, and budgets

• Prepare a stakeholders coordination plan with clear practical and easy-to-use coordination mechanisms, activities, roles and responsibilities that enable private and public sector stakeholders to communicate and coordinate with each other supporting

• Conduct desk review and assessments of project implementation in public sector to inform strategic decision making by UNDP and public entities

• Engage with relevant stakeholders to discuss and present recommendations aimed at improving budgeting processes and coordination and collaboration among them

• Provide recommendations for further strengthening of public expenditure management arrangements and practices for service delivery

• Provide support for the implementation of identified institutional strengthening measures

• Identify possible areas for support and cooperation with international financial institutions such as ADB, UN Agencies, World Bank and others as feasible

• Coordinate with other UN and UNDP programs especially on service delivery and institutional building

• Ensure strengthened coordination within country donors and other partners to:

– minimize chances of duplication, reduce transaction costs and maximize impact and efficiency

– Organise consultation meetings with donors on public sector reform and institution building strategies

– Initiate and promote information sharing with donors by initiating consultative meetings and sharing briefs on public sector reform, progress and activities

Job Requirement:

Skills:

• Ability to effectively engage senior level government officials on policy issues, Public Sector planning and priorities

• Knowledge of key Public Sector reforms in similar countries

• Knowledge of Afghanistan development history, context, challenges and opportunities

• Knowledge of Afghanistan macroeconomic conditions and financial system,

• Experience at the ministry of finance is highly preferred

• Excellent writing skills required, as demonstrated by previous research/analytical reports/policy notes on relevant topics

Language:

Qualifications

Academic Qualifications:

Master’s degree in economics or finance, public policy, or related fields.

Years of experience:

5 years of progress experience in public financial management, institutional development, and senior technical advisory positions preferably with government entities
