Job Summary:

The Incumbent of this position is to lead procurement department at national program office, manage and oversee procurement activities in NPO and regions, establish and maintain procurement systems at organization level and extend necessary support to procurement teams across the country and relevant AKDN agencies.

Duties & Responsibilities:

·        Manage the overall functionalities associated to the unit, country wise, including staff management, purchasing, customs clearance, petty cash and reporting.

·        Manage and oversee all local and international procurement in a timely manner.

·        Ensure the procurement policy and procedures are followed by national and regional procurement units.

·        Ensure compliances (including sanctions) are followed in line with donor demands and provide update when necessary.

·        Ensure an updated MIS and accurate filing system is maintained across the country.

·        Review procurement policy and procedures regularly and bring in necessary changes, when required.

·        Establish and maintain controls over procurement procedures and regularly review and update control mechanisms.

·        Lead and provide technical support to the team in selecting registered vendors and vendor performance.

·        Provide supervision and capacity building of staff when needed.

·        Provide technical back stopping to regional procurement departments and AKDN agencies when required.

·        Facilitate internal and external audit assignments, review, provide management inputs and followup on corrective actions.

·        To make sure that activities throughout the supply chain are carried out considering commitment toward environment protection and rea value for money.

·        Analyze the workload of staff ensuring a balance workload, across the country and bring in changes where necessary.

·        Report department’s activity and performance in regular base to the operations director.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

·        Represent AKF (Afg) in meetings and platforms with external stockholders where and when needed.

·        Act as the operations department’s OIC when needed.

·        Participate in new project proposal development and budgeting activities.

·        Provide support to program team and other department in project and annual procurement planning.

 

DECISION-MAKING & AUTHORITY

·        Manage the department’s annual budget staff.

·        Be a part in recruiting competent staff.

 

Job Requirement:

JOB SPECIFICATION

·        Minimum bachelor’s in economics, Business Administration or any other relevant filed. Master’s Degree would prefer.

·        At least 5 years work experience in procurement / supply chain management in a well-recognized and verifiable organization with some level of managerial or supervision role.

·        Certification in supply chain will be an added advantage.

·        Understanding of different international organizations and donors’ procurement procedures.

REQUIRED CORE COMPETENCIES

·        Technical knowledge of procurement or supply chain management.

·        Leadership and management skill to manage / lead a team of 7 to 8 staff.

·        Excellent communication skill in English – writing and oral, including local languages.

·        Understanding of local and international markets over procurement including INCO terms (Shipping and customs clearance).
