Islamic Relief Worldwide – Afghanistan Country Office (IRW) is an international non-profitable Non-governmental humanitarian relief organization with its headquarter in UK-Birmingham. It enjoys consultative status with the Economic and Social Council of the United Nations. It is a signatory to the Code of Conduct for the International Red Cross and Red Crescent Moments and NGOs in Disaster Relief. IRA started its humanitarian activities for Afghan Refugees in Pakistan and Afghan people inside since then; IRA continued assisting in emergency relief, food security, women empowerment, girl education, orphan sponsorship, health, emergency education, shelter, Ramadan, and Qurbani programs.

Job Summary:

Under the overall supervision and guidance of the Supply Chain Coordinator, the incumbent undertakes the following duties:

Duties & Responsibilities:

Job Purpose:

The Liaison Officer is responsible for liaising on IRA’s behalf with various governmental authorities, including but not limited to all ministries, and customs authorities at central and governorate levels where required to facilitate smooth implementation of IRA’s programming, including timely approvals of Principle Agreements, sub-Agreements and Memoranda of Understanding and other permissions for obtaining visas for IRW employees.  Under the supervision of the Manager Supply Chain & Services, the Liaison Officer Services supports the development and sharing of best Liaison and Support practices. He/she contributes to the development and implementation of programme external affair requirements and establishes ‘Best Practices’ to improve liaison quality within the organization. Thus the role will support supply chain functions within the organization.

·      Prepare any program document required by any government departments.

·      Coordinate program activities with local authorities and government departments

·      Conduct meeting and program orientation with relevant stakeholders.

·      Closely coordinate and follow with different ministries for getting timely visas for IRW employees.

·      Other duties as assigned.

·      Build and maintain relationships with key technical managers and decision-makers in the government, different ministries and among local authorities. Act as a key focal point.

·      Accompany the Country Director and other senior staff to meetings with government officials and facilitate conversations for smooth representation of IRA in those meetings.

·      Lead on development and submission of progress reports and applications to relevant ministries, including Principal Agreement, Sub-Agreements, MOUs, and other periodic reports.

·      Ensure timely signature of IRA Principal Agreement, Sub-Agreements, MOUs and any other relevant agreements between IRA and the government.

·      Ensure active follow-up on outstanding applications filed with various ministries, responding to queries from authorities in a timely manner.

·      Work with authorities to secure all required authorizations and permissions to facilitate smooth implementation of IRA’s programming.

·      Develop methodologies to improve the liaison process including best practices and new developments affecting the IRA as humanitarian actor.

·      Familiarize and keep up with all government requirements applicable to IRA’s work in the country to support program team to ensure compliance. Develop guidelines including all requirements, procedures and processes.

·      In close cooperation with Security Coordinator, identify and share new policies and procedures to create awareness of requirements among senior staff and support compliance.

·      Ensure senior IRA staff are aware of and understand any concerns of government officials regarding IRA’s operations, and that such concerns are factored into IRA’s communication strategy and programming.

·      Ensure all correspondence with the government is in line with IRA policies and records are retained in organized manner.











·      Participate in inception meetings to understand the concept of the respective program.

·      Frequently travel to Area Offices to manage, support and educate the Liaison requirements in the respective offices.

·      Carry out similar tasks assigned by the line manager.

·      Follow up with MOE, MOF & Ministry of Interior for MOU and Expatriate Visas, and submit the required reports.

·      Delegates visits arrangements

·      Receives visitors from airport and drop them at hotel/guesthouse/office

·      Develop checklist of all visitors

·      Prepare detail schedule of all visitors and events

·      Arrange appropriate travel & accommodation of visitors as & when required as per policy & procedure

·      Smooth facilitation of staff regarding their official traveling and their stay when required.

·      Develop close liaison with government authorities for the efficient processing of visitors NOC’s and visa.

·      Ensure all visitors are adequately briefed on arrival.

·      Close liaison with airport authorities (Customs immigration etc) to ensure hassle free arrival and departure of guests.

·      Efficient & effective process of NOC and visa are set in place.

·      Periodic review of the changes in local legislation and internalize it.

Getting NOC’s and visa on time.

Job Requirement:


  • BBA /Finance and Accounting .


  • 3 to 5 year’s professional work experience in Finance field. Experience working in a similar position for an NGO or an international organization is preferred.
  • Skills of financial software.
