Organizational Setting:
The United Nations Human Settlements Programme (UN-Habitat) is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at Kabul duty station.

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several other bilateral donors and multilateral donors. During this period, its programme has expanded to include a wide range of human settlements initiatives, from humanitarian emergency support to small-scale neighborhood level improvement schemes to municipal scale governance reforms.
Operations Division:
Operations Section, UN-Habitat Afghanistan Programme is responsible for providing professional, timely, accurate, effective, and efficient support to the country office programme by ensuring that financial resources are unitized in the best interest of the organization and in line with UN rules and regulations. The Operations Section comprise of Finance Management, Human Resource Management, ICT, and security.
Job Summary:
Under direct supervision of Administrative Officer, HR Officer will be responsible to undertake the following tasks and activities:

Responsibilities:
• Prepare vacancy announcements, review applications, and provide a short-list to respective project manager.
• Arrange and conduct interviews to select candidates. Review recommendation on the selection of candidate by regional offices. Prepare job offers for successful candidates.
• Monitor and evaluate recruitment and placement related activities of regional offices in Afghanistan and recommend changes or corrections related to procedures to these offices.
• Maintain personal records of all UN-Habitat local and international staff. Carry out periodic review of local staff entitlements under special circumstances and recommends improvement to higher management for approval and implementation.
• Supervise and monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
• Review and provide advice on exceptions to policies, regulation, and rules. Administer and provide advice on salary and related benefits, travel, and social security entitlements.
• Determine and recommend benefits and entitlements for staff based on contractual status.
• Review policies and procedures and recommend changes as required. Review and recommend level of remuneration for locally recruited staff.
• Identify and analyze staff development and career support needs, provide advice on career development to staff. Design, plan, monitor and provide induction orientation programme and briefing to new staff members.
• Assess training needs, identify, design, and deliver training programmes to staff at all levels throughout the Organization.
• Advice and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. Provide inputs, as required.

Education & Experience:
a) The candidate should have bachelor’s degree with 12 years of work experience or a High School Certificate with 15 years of work experience in human resource management, public or Business Administration or related Subject. Relevant combination of academic qualifications and experience in human resources management or related areas may be considered in lieu of advanced degree. Previous work experience in the UN system is added advantage. Knowledge of the UN Personnel Rules and regulations is highly desirable
b) Language:
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required.
