Job Description:


The overall purpose of HMIS (Health Management Information System) Officer is to plan, organise, implement, support and follow up all HMIS activities related to the Health and Nutrition department in line with MoPH policies and guidelines. The HMIS Officer will also be entrusted with capacity building functions at the province level. The role will report to H&N Specialist and will support implementation of the information management platform, deploy the platform to provincial development and emergency responses, and deliver training/orientation sessions to end users of the platform.


•    Support the MEAL Advisor and the Senior Technical Advisor Health and Nutrition to develop and/or customize and manage a DHIS2 platform.
•    Manage data for a platform which is currently being used in the provinces to hold individual level data and/ or aggregate data for the project, emergency responses and disease surveillance.
•    Guide MHT teams on the development plans, information required for set-up, timelines, and expectations of the data management system.
•    Advise and work with the H&N Specialist and Country Office Program Development and Quality team to develop and maintain the DHIS2 platform/system.
•    Assess data quality and provide feedback to MHT and Program Implementation teams; based on this make recommendations of what should be collected in DHIS2 and update data collection tools.
•    Ensure data are visually accessible for use in evidence-based decision making, including descriptive analysis and geographic data.
•    Act as the front-line support staff for any user who encounters issues on the data system and escalate any identified bugs to the server hosts
•    Enhance ability of project and program staff in HMIS related tasks by conducting on-the-job orientation and through other means e.g. one-to-one coaching/mentoring sessions with end users, including face-to-face and remote sessions.
•    Promote the information system internally and ensure DHIS2 software is always updated and functional and used properly at the field office

•    The health management information system Officer is responsible to develop recording and reporting tools for the MHNTs services delivery and will ensure the MHNTs staff are using the updated HMIS tools in a proper way
•    HMIS Officer is responsible to attend relevant HMIS subcommittee meeting at provincial level and represent SCI in all HMIS related meeting and floors and adapt the health and nutrition services delivery base on revised HMIS policy.
•    Assist the Country Office team on target setting for health and nutrition indicators for the MHNTs during program designing.
•    Regularly provide indicator specific update for all health and nutrition project using the HMIS database.
•    Record, compile, analyse and interpret health & nutrition data and information.
•    Monitor and supervise the HMIS Assistants to ensure that accurate data is recorded/collected at field level.
•    Coordinate HMIS activities with DoPH and other relevant stakeholders and partners to avoid duplication of efforts and inconsistencies in service delivery.

1.    Ensure that all beneficiaries of your program are receiving ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Job Requirements:


Preferable academic qualifications include graduated from recognized/registered medical faculty (MD degree)’ Computer Sciences or Social Sciences (Demography), or Graduate degree in Epidemiology.


•    At least 2 years of working experience in HMIS, supervising/monitoring of health program activities
•    Experience and skills in health management information system and PBHS implementation
•    Excellent speaking, writing and reading Dari, Pashto and English
•    Familiar with MS Office applications (Word, Excel and power point), HMIS related databases and Internet
•    Demonstrated ability to communicate clearly, effectively, and respectfully to colleagues, clients, and key stakeholders
•    Good interpersonal and team working skills
•    Ability to work independently self-motivated and organizes its own time and work independently
•    Ability to travel across the province for monitoring and supervision purposes
•    Ability to monitor and supervise the staff properly
