Empowerment Center for Women (ECW) is a women-led organization established in 1997 to work for women’s empowerment in Afghanistan. ECW thematically delivers services in Health, Education, Gender justice, Protection, Nutrition, Livelihood and Food security, and organizational development sectors. In addition, ECW has a strong background in Capacity building, Advocacy, Community Outreach, Networking, Accountability, and community-based protection programs. ECW is presently working in Kabul, Zabul, Uruzgan, Kunduz, Takhar, Badakhshan, Baghlan, Balkh, Samangan, Jawzjan, and Bamyan.

Job Summary:

Brief Summary:

The purpose of this position is to lead, plan, coordinate, implement and report on the Mobile Health and Nutrition Team Project (MHNT Project) in Takhar provinces.




Duties & Responsibilities:

PSEA Duties:

• Support the implementation of the PSEA and Gender policies within the organization

• Lead and support the drafting of an action plan on PSEA which will notably include: measures to engage with the communities including awareness raising activities and the establishment of community-based complaint mechanisms; Prevention activities to raise awareness of staff, and the development of codes of conduct addressing Sexual Exploitation and Abuse (SEA) where applicable; o Response Mechanism to ensure that ECW have investigation and reporting procedures in place and implement the PSEA Policy on the provision of assistance to victims of sexual exploitation and abuse.

• Support GBV risk mitigation efforts and contribute to the development, implementation and dissemination of global and country guidance and strategies of specific relevance, including on Gender Based Violence, Violence against Children, the Centrality of Protection, and Accountability to Affected Populations;

• Support documentation of best PSEA practices and lessons learnt in ECW, for onwards dissemination;

• Act as a liaison within the GIHA WG and maintain close relationship with PSEA focal points and relevant government partners;

• Advise on any PSEA-related issues that require immediate action and advocacy;

• Keep the ECW management updated on PSEA developments and make appropriate recommendations on enhancing prevention strategies;

• Participate in and actively represent the ECW in PSEA forums and coordination meetings, as relevant

Gender Development:

• Respond to requests and provide advice, assistance and solutions to project staff related to gender equality and women’s empowerment both in development and humanitarian contexts;

• Coordinate capacity development activities involving knowledge sharing, organization of training workshops, awareness raising, seminars and meetings as well as the development of related materials and on-line tools and information kits on the gender and gender related developments;

• In close collaboration with Program Manager, develop training materials, provide training and coaching on gender aspects to project staff, partners and volunteers

• Help and support practices and actions to promote gender equality and the protection, empowerment and voice of women and girls, such as considering gender composition of beneficiaries, supporting capacity development of women, training, and orientation;

 

 

 

 

 




 

 

 

 

 

 

• Initiate and lead gender analysis and assessments to generate regional-specific evidence on gender and other social aspects of technical areas under the ECW mandate and subsequently identify good practices in ECW’s work and widely disseminate/promote these within the organization;• Assist the Project Managers to develop and improve gender inclusion and awareness and activities including improvement of women and youth conditions and options for participation;• Directly supervise and guide inclusion of gender surveys and activities across the programme portfolio by providing training and supervision for field staff in data collection and analysis, and in particular the training on improved practices using available and improved food sources. This will include the measurement of women’s involvement in these activities as a specific target group of beneficiaries;

• Monitor and oversee regularly the activities implemented focusing on women and men in targeted communities, making sure equal access of both men and women, prepare report, including recommendations for remedial actions as necessary and share findings with Program Manager;

• Prepare technical and other reports, monthly or as required, and maintain gender-segregated data;

• Engage with local service providers and supervise the gender related components of service contracts, service providers and beneficiaries;

• Perform any other related duties as required.

Project Accountability:

• Setup complaint feedback mechanism and timely respond the beneficiaries’ complaints

• Organize ECW management feedback meetings on regular basis on the emergence SEA cases

• Maintain record of the PSEA cases

Project Learning:

• Disseminate the learnings of project with PSEA victims and survivors

• Disseminate the learnings with partner office and ECW management

• Record best practices and success stories

Job Requirement:

• Bachelor Degree in Social Science or Law

• At least 3 years of experience working in gender, PSEA, or other relevant experience.

• Strong report writing skills required;

• Ability to work independently, think analytically, and take initiative in solving problems;

• Ability to communicate technical issues effectively;

• Experience in conducting assessments;
