Job Description:

ROLE PURPOSE:
The Food Security and Livelihood Officer with support from Provincial FSL Coordinator will implement the FSL activities planned under Save the Children’s IOM Funded Project. The post holder along with FSL assistants will closely work with project beneficiaries to provide beneficiaries with basic food to most vulnerable households.

Role Dimensions: The post holder will establish good working relationship with project stakeholders such as department governments, UN agencies, and community members.

KEY AREAS OF ACCOUNTABILITY :
The main areas of accountability and responsibility of this post is to implement the FSL component of Save the Children’s IOM funded Project in designated province (Balkh). Details are below.

    Support capacity building of FSL assistants.
    Support in development of project document and FSL related training materials.
    In support from other project staff, finalize the project locations and project beneficiaries targeting strategy and criteria.
    Have the ability of villages selection and community mapping to set up village committee/empower the village committee.
    Have the ability and knowledge on cash based programing and intervention for food security and livelihood.
    Support cash tranfering program and cash distribution in the field for the targeted benefieiasrs in the area.
    Take part in community-based mobilization and sensitization meetings and introduce the FSL component of the project to target communities.
    Take part in the process of beneficiary identification and registration. Based on the skills and knowledge of beneficiaries, recommend feasible income generation activities to beneficiaries.
    Support the Provincial FSL Coordinator in development of project procurement plan and project detailed implementation plan.
    Support Save the Children’s procurement team in procurement of required goods that will be distributed to selected beneficiaries.
    Conduct beneficiary selection, verification and registration of CT beneficiaries (incl. community mobilization, sensitization, training of community committees).
    Support implementation of project baseline, mid-term, and final evaluation.
    Collaborate with Provincial FSL Coordinator, FSL officer, mobilizations assistants, MEAL staff to design community mobilization strategy and project implementation plans – including all technical specifications.
    Develop project weekly and monthly narrative reports and submit them to Provincial FSL Coordinator timely.
    Assist joint monitoring visits with the government officials (Provincial/district relevant authorities) to the project sites.
    Establish positive working relationships with local communities, provincial/district government officials such as line departments, UNHCR, UNOCHA and NGO representatives.

Monitoring, Evaluation, Accountability, and Learning
    Support MEAL team to ensure that all projects are equipped with MEAL systems like quality benchmarks,  billboards,  posters to exhibit MEAL messages for activities
    Support MEA team to ensure action plans from quality monitoring and accountability systems are generated and implemented in timely manner collaboration with MEAL team
    Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report.

Job Requirements:

QUALIFICATIONS
    Degree/higher education diploma in the Field of business management, development studies, economics or related fields.
    At least 3 years of working experience in the humanitarian sector  (or similar position) in  a national or international organization.
    Experience in livelihoods projects is required
EXPERIENCE AND SKILLS
Essential
    Strong expertise in FSL programming for returnees and IDPs
    Maturity and confidence in dealing with the staff of government institutions, and communities.
    Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation;
    Computer proficiency, especially related to professional office software packages (Microsoft Office);
