Job Summary:

Purpose of the Post:

In the context of WHO Health Emergencies Programme/WHE the incumbent is responsible for the whole implementation of the PIP program in the country and analysis of the Infectious Hazard/ Threats with focusing on strengthening surveillance and response for the respiratory disease, emerging, and re-emerging infectious diseases, outbreak preparedness and response, building capacities for pandemic influenza preparedness as well as strengthening the core capacities required for implementation of the IHR (2005)

 

 

 

 

 

 




 

 

 

 

 

 

 

Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):The mission of WHO’s Health Emergencies Program is to help countries, and to coordinate international action, when needed, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and other public health emergencies

Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):

Under the direct supervision of Program Area Manager IHP and the general guidance of Team Leader WHE, the incumbent will work with a team at the WHO Country Office in Afghanistan. He/ She will provide technical assistance and guidance to the Ministry of Public Health, Central Public Health Laboratories, National Influenza Center, and other relevant counterparts on the implementation of influenza surveillance in Afghanistan. The incumbent will also coordinate all aspects of gathering and dissemination of information on health threats, activities, and outcomes, with a particular focus on analyzing and consolidating surveillance data for monitoring of health threats and early warning and support institutionalization of e-surveillance system with focus on DHIS2 implementation, she/he is expected to perform his/her duties and responsibilities with highest degree of efficiency and sound judgment and may directly supervise a small team of other technical and administrative staff. The incumbent will work in full coordination with relevant departments/units/other ministries and UN agencies and NGOs at national/provincial level to develop plans (including resource allocation) and coordinate their implementation and to achieve the set objectives of the program. Furthermore, she/he will provide technical guidance and advice on emergency preparedness, readiness and response related activities as needed

Duties & Responsibilities:

•   Working closely with the relevant national/provincial health authorities, the incumbent:

•   Provide support and assistance to the early detection, prevention, and control of influenza epidemics.

•   Operationalize and monitor the strengthening of influenza and other respiratory disease surveillance.

•   Provide technical advice in improving national capacity of national Influenza Center for collection, analysis, and dissemination of influenza and respiratory disease surveillance data.

•   Monitor proper implementation of the biennial workplan for Pandemic Influenza Preparedness Partnership Contribution Funds.

•   Establish/strengthen sentinel sites for Severe Acute Respiratory Infections (SARI) surveillance as well as Influenza-like illness (ILI) sentinel system.

•   Collaborate with the Ministry of Public Health in assessing the feasibility and needs for influenza sample collection, shipment, and transfer of samples for laboratory testing to a reference influenza laboratory in the Region.

•   Prepare standard procedures for data collection, analysis, and reporting.

•   Ensure that both epidemiological and virological data are being reported to WHO global and regional platforms.

•   Coordinate with the National Influenza Center

•   Assist ministry in selecting the PISA indicators and setting their PISA thresholds and regularly monitor and share PISA outputs with WHO platforms.

•   Measure and assess disease burden related to influenza and other acute respiratory diseases using routinely collected surveillance data and assist Member States in publishing their findings.

•   Any other relevant task assigned by WHE TL

Functional Skills and Knowledge:•   Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations (2005) and the use of event based and indicator-based surveillance, as well as descriptive epidemiology and principles of public health in communicable disease surveillance and response.•   Managerial skills for the development, implementation, monitoring and analysis of public health programmes for infectious diseases within a highly demanding work environment.

•   Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

•   Thorough knowledge of basics statistical concepts and ability to apply those concepts

•   Data analysis and data visualization

•   Customization in DHIS2

•   Ability to maintain a high standard of work output

Educations:

Essential: Postgraduate Diploma in public health or Epidemiology.

Desirable:

•   Diploma in information technologies.

•   Training in surveillance

•   Training on Pandemic Influenza Severity Assessment (PISA)

•   Training in DHIS2

•   Training in GIS

•   Training in data management including analysis will be an asset

Experience:

Essential: At least 5 years of experience at the national level in the following technical areas:

•   Influenza surveillance

•   Data management and analysis

•   GIS mapping

•   Health Management Information System

•   DHIS2 customization and data use

•   Implementation of disease surveillance including emerging and re-emerging infectious diseases

Desirable:

Working experience with WHO/ UN or international nongovernmental organization with expertise in disease surveillance

Languages: Excellent knowledge of English and National Language (Pashto and Dari) is required.

IT Skills:

•   Proficiency in Microsoft Office. Computer literacy in surveillance and monitoring applications as well as surveillance databases

•   Working knowledge of online data collection applications, and statistical analysis packages (R, Stata, etc.).

•   Working knowledge of GIS

•   Technical knowledge of DHIS2 system

•   Knowledge of ERP/Oracle applications is an asset
