Job Summary:
In the context of WHO, Expanded Program on Immunization and concurrent COVID-19 pandemic in the country are priority to extend WHO support for reducing mortality, morbidity and disability due to vaccine preventable diseases including COVID 19. the incumbent will support and contribute to early detection, investigation, and response to of vaccine preventable diseases and response, The incumbent will provide technical guidance to MOPH national and sub-national provincial public health surveillance of MOPH focusing on vaccine preventable diseases and diseases under control and elimination (of Measles, Rubella, CRS and MNT). The incumbent will provide technical support to MOPH, BPHS and EPHS NGOs in planning, implementation, monitoring, evaluation acceleration, and supplementary activities towards achieving the goals of disease control, elimination, and eradication. The incumbent will also provide technical and operation support to public health laboratories dealing with the diagnosis of vaccine preventable diseases and COVID 19.
Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):
– The mission of WHO’s Expanded Immunization Programs is to provide technical and financial support for reduction burden of the vaccine preventable diseases, reducing child and maternal mortality and assist to render WHO support in disease control and elimination.
Duties & Responsibilities:

– Under the direct supervision of the VPI Program Manger overall guidance of the WHO Representative.
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
The incumbent will perform the following duties:
– The COVID-19 Vaccine Deployment and Rollout Consultant has the overall responsibility for coordinating the planning, implementation, and supervision of the COVID19 vaccine rollout in Afghanistan among donors, implementing partners, and the Ministry of Public Health. S/he serves as the main focal point at National Expanded Program for Immunization (NEPI) of the MoPH for all stakeholders, facilitating the successful rollout of the COVID-19 vaccine in Afghanistan.
Working closely with the relevant national/provincial health authorities, the incumbent:
- Key responsibilities of this role are included, but not limited, to the following:
1. To closely work and collaborate, as the main focal point at the MoPH, with donors, INGOs, NGOs, implementing agencies, and all other stakeholders in all matters pertaining to the COVID19 vaccine rollout in the country.
2. To manage the National Technical Coordinating Committee (NTCC) and its sub-committees to plan the vaccine rollout, track the implementation, and take corrective actions as and when required.
3. To assist NITAG working groups on COVID-19 vaccines and put forth recommendations focusing on prioritization of at-risk groups.
4. To provide technical assistance in planning and rollout of the COVID-19 vaccine in Afghanistan.
5. To identify the needs for technical meetings, workshops, and webinars, to ensure proper dissemination of information pertaining to COVID-19 vaccines and their deployment.
6. To support NEPI in the development of technical guidelines on matters relating to COVID-19 vaccines, for effective vaccine uptake in Afghanistan.
7. To confirm to WHO the existence of any expedited regulatory pathways for approval of COVID-19 vaccines.
8. To assist Regional/Provincial Expanded Program for Immunization Teams (R/PEMTs) in the development of COVID-19 vaccination plans including identification of eligible communities in their respective provinces.
9. Provide technical support to NEPI and WHO on:
a. Planning the capacity building activities and extending support during training in regions/provinces.
b. Supporting data analysis and the generation of periodic reports.
c. Monitoring and evaluation of the operational status of COVID-19 vaccination programmes in the country.
10. To assist NEPI on implementation, monitoring, reporting, evaluation of COVID-19 vaccination information, including active and passive AEFI surveillance information.
11. To undertake field visits to monitor the planning and implementation of COVID-19 vaccine rollout and to provide feedback at appropriate levels.
12. To develop documentation on COVID-19 vaccine implementation.
13. To provide regular updates on the progress of C19 vaccination.
14. Any other tasks as assigned by his/her supervisor.

Functional Skills and Knowledge:
- Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response;
- Managerial skills for the development, implementation, monitoring, analysis and report writing of public health programs for infectious diseases
- Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs.
Educations:
Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
Desirable: Working experience with WHO/ UN or international nongovernmental organization with expertise in surveillance and response
Languages: Very good knowledge of English and the local language.
IT Skills:
– Good knowledge of Microsoft applications.
– Knowledge of ERP/Oracle applications is an asset
